The Castle Square Tenants Organization, Inc. was founded in 1987.  The mission of the Castle Square Tenants Organization (CSTO) is to preserve Castle Square Apartments as affordable housing for low and moderate income residents into perpetuity and provide comprehensive community and social supports for residents of Castle Square Apartments and the surrounding community.

CSTO plays two important roles in the life of community residents.  For much of its history, CSTO has focused on brokering relationships between residents and the management of Castle Square Apartments.

CSTO faced and won a challenging political battle in 1992 to preserve Castle Square as affordable housing and provide an opportunity for tenant control. Over the years the Tenant Management Committee has worked with the Management Company to monitor operations, develop capital needs plan to improve the physical condition of the property, set policies and procedures, and prepare annual property operating budget.  The Ownership Committee attends quarterly partnership meetings to review and comment on property finances to ensure the financial well being of the property.  Doing so demonstrates strength and conviction on the part of resident leaders.

In 2010, the Castle Square Tenants Organization, became majority owner of Castle Square Apartments and will continue to maintain affordability at Castle Square Apartments and provide a comprehensive menu of support services for its’ residents and the surrounding neighborhoods.

CSTO has a rich history of providing community support services for its residents and residents of surrounding neighborhoods, including, with a range of programs and services to meet resident and neighborhood needs. CSTO works collaboratively with other organizations in the community on a variety of programs and activities.  The organization is a strong advocate of programs and services needed to build vibrant and safe communities.
